in out the INs and OUTs
INSIDE spokes pass through the outside of the hub flange and the shaft ends up on the INSIDE of the flange.

OUTSIDE spokes pass through the inside of the hub flange and the shaft ends up on the OUTSIDE of the flange.

the FLANGE is the outermost part of both sides of the hub that have the holes to accept the spokes.


Install all INSIDE Spokes to the Hub
Install all INSIDE spokes by passing them through the outside of the hub flange.

NOTE:
The next steps involve attaching the spokes to the rim with spoke nipples. When installing nipples, secure loosely with 4 or 5 turns. If the spoke is not attached to the rim after 4 or 5 turns, or if the nipple feels warm and supple, your playing with your wife/girlfriend and you'll never get the wheel laced.


Attach INSIDE Spoke to the Rim
Select and attach an INSIDE spoke to the rim through the appropriate rim hole. The appropriate rim hole will be the one that lines up best (no other way to describe this in words).

Attach the remaining INSIDE spokes
Once you have selected the correct hole to start with, the next hole will be 4 holes over.

Repeat this process on both sides on the wheel.


Attach OUTSIDE Spoke to the Rim
Select and attach an OUTSIDE spoke to the rim through the appropriate rim hole. The appropriate rim hole will be the one that lines up best (no other way to describe this in words).

Attach the remaining OUTSIDE spokes
Once you have selected the correct hole to start with, the next hole will be 4 holes over.

Repeat this process on both sides on the wheel.


Last Step: TRUEING (spelling? - is that even a word?)
At this step you have the rim laced loosely to the hub. It now needs to be "trued".

I have come to the conclusion that trueing a wheel yourself is like teaching a pig to whistle. Not only is it impossible, it also annoys the pig.

Your local bike shop has the equipment and expertise to true a wheel for a modest fee or first born child but be prepared for the question, "You're gonna put that old tire on this pretty wheel?"
